Setting the Stage

The Ohio Department of Job and Family Services’ (ODJFS) Office of Workforce Development facilitates Rapid Response events to meet with individuals that have been or soon will be affected by an employer layoff. After manually collecting details/surveys about the dislocated workers at a Rapid Response event, ODJFS staff work with the employer and the affected workers to assist them in their search for new jobs, to acquire training and new skills, or to avert the layoff altogether.

Solution

The KSM Consulting team worked with multiple groups within ODJFS to design, develop, and implement a multi-channel mobile application to enable the Rapid Response Workforce Specialists to automate and efficiently collect the required information from the affected workers and assist them more effectively.

The KSM Consulting team designed and developed the Ohio Means Jobs Rapid Response Mobile Application with the following high-level features and functions:

  • Support for Apple iOS and Android smartphones and tablets
  • Collection of seeker registration details via Driver’s License barcode scanning
  • Rapid Response survey collection
  • Searching for rapid response (layoff) events by name, date, location, or ID
  • Document scanning including automatic cropping and image enhancements
  • Automated report generation and export
  • Ability to function while offline (without an active Internet connection)

Working in partnership with ODJFS, the KSM Consulting team was responsible for the full SDLC including project management, requirements gathering and definition, feature and user experience design, development of the mobile app, development of the backend web services, system testing, user acceptance testing, user training, knowledge transfer, implementation, and post-implementation support.

Impact

Ohio’s Rapid Response Workforce Specialists are now able to handle mass layoff events in a much more efficient and thorough manner. Thus being able to provide Ohio citizens who have recently or soon will lose employment with necessary services to assist and support them through the re-employment process. Besides faster provision of services, ODJFS has also gained additional reporting and tracking capability through the automation of data capture via the mobile application. This mobile application also lays the foundation for easily adding on additional employment services in the future and the ability to handle different employment and training event types.
